No one is rushing to live in those places. The reverse is true. It's a matter of having the right regulations that permit ethical business to operate and punish those who don't care who suffers for their profit and practices.

    Regulations are necessary for public confidence in safety.
    An unethical government cannot regulate ethics. Our legislature and administration is led by unethical politicians.
