Shoot and kill arsonists and those setting bombs. Arrest the rest. Do not grant them bail. But do hold swift, special trials, then toss the perps in an open field surrounded by concertina wire and armed guards.
During the minor, almost four hour riot, there were no arsonists and no one was discovered setting bombs.
About 400 people were arrested, many kept in solitary confinement and refused bail. So that is precisely what happened to the tourists.

My recommendation drains the criminal pool by right of a very speedy trial followed by immediate sentencing. It has long been legal to kill an arsonist or bomber in the act.
Incorrect. We have a right to a speedy trial. I think rioters should be tried almost immediately. But an arsonist or a bomber may be shot in the act. Attempting to set a fire or bomb a building is an attempted murder and the perps should be stopped with superior firepower.
There is nothing cruel or unusual about holding the perps in a field surrounded by concertina wire and guards.
