Well, Greenblatt is a Trump appointee and in reading his statement it appears that the operation to clear people was not communicated well and it took everyone by surprise. Having said that, it also looks like what Trump's people did, was take advantage of the clearance for the photo op, which looked like Trump had everybody cleared so he could pass: the timing of it was what set up any confusion. I'm sure that the report will be looked into further, so I wouldn't claim victory just yet.
They didn't. They brought him to a secure area while the BLM protestors were trying to breech the fences around the White House.
Trump making this appearance at the church symbolized that the White House had cleared and secured the area. It was a statement that the protestors will not win. They didn't win.

Well, I for one, am glad they got to the bottom of it. When we wanted contractors to come in to erect fencing, we had almost no problem clearing the protestors. Tear gas, helicopter blade wake and no shortage of "police". So then, at the very least, we should get to the bottom of the January 6th company picnic, even if the buck ends up stopping on the desk of picnic chairman. Agreed?
