So instead of defining and explaining, you offer well poisoning and a pitch for a leftist book?
"local, state and federal housing policies that mandated segregation" -- please cite the laws to support that claim.
Here's what I see as definitions of redlining:
"Redlining, or geographic disinvestment, is the removal of financial resources from a community that is perceived to be high risk." https://scholarship.law.marquette.ed...0&context=mulr
"Redlining is the process of drawing or outlining a geographic area within which lending will be denied due to the composition or characteristics of the area." https://scholarship.law.wm.edu/cgi/v...dir=1&referer=
"Redlining is a term used to refer to a pattern of discrimination in which financial institutions refuse to make mortgage loans, regardless of [the] credit record of the applicant, on properties in specified areas because of alleged deteriorating conditions. At one time, lenders actually outlined these areas with a red pencil. Such practice violates federal laws" https://scholar.smu.edu/cgi/viewcont...xt=law_faculty
So redlining is actually discriminating by risk of location. And it is against the law.
