It was Sadam Hussein that said he had WMDs and that he was going to use them. Biden voted for the war. Clinton voted for the war. Both of them voted time and time again to fund the war. Obama kept it going and the death toll under Obama in Afghanistan surpassed that of the Bush administration, especially after his failed surge.

Rumsfeld had been in office 9 months when he reported that discrepancy. He didn't lose the money. He reported it the day before the September 11 attacks and the two were completely unrelated. Your attempt to connect them was petty and stupid.

Rumsfeld left office in 2006. In 2015, the IG found 6.5 Trillion unaccounted for and a study by a Michigan State economics professor found the number to be 21 trillion (not just from DoD) between 1998 and 2015.

Shock and awe is actually a tactic, rather than a strategy and it is a good one. Rumsfeld did not originate it, although he was a supporter of it. It had actually been doctrine since 1999.

There are conflicting reports about how effective it was, but members of the Iraqi military who experienced it said it had a devastating effect on morale.

The problem was that it was based on the idea that you could win a war by taking out assets instead of killing people. That is why wars are not won anymore.
