That is not possible. So they must all be let go by zeroing out their budget. End the agency.

The IRS and DOJ should be cut so drastically the agencies remain but only in caretaker status.

The Deviants would be able to play on it with the Lame Stream media. Saying the Repubs are about defunding Federal Law and Order. Put together a Select Committee and prove the Deviant politicized the FBI and DOJ. Or just flat out purge the left out of the Depts. Using the rationale that they dont agree with the Policy.
