    I suppose this means that Scandinavia's justice system is not run by humans but some sort of AI that never makes mistakes or never allows ego to come to play. I suppose you have never read the book or seen the movie "The Girl With The Dragon Tattoo". That portrays how the heroine was abused sexually by the Swedish official who was supposed to be looking out for her welfare.

    Humans are humans and regardless of the general morals of a country there will always be those who don't always abide by them.

    Sweden has a recidivism rate that matches that of the USA. That means they keep arresting the same people just like we do but just do it more times per individual.

    We could always look to the Chinese system in dealing with drug addicts as well. At the turn of the 20th century China has a terrific opium addiction problem. Their solution was to arrest drug users, help them break the habit. If they were rearrested for drugs again they would be executed. Perhaps we could also do that to career criminals, after the second time just execute them.
