Trump, from the highest position in politics, telling people that COVID was the next Democratic hoax (yes, I get he didn't call the virus itself a hoax, but instead politicizing it), showing through example that masks weren't necessary and admittingly lying to the American people about the severity of the illness had consequences. While the president can't set certain mandates, they do have a lot of influence in what is projected by the media and a base that seems to believe his every word. You can say that these aren't policies that are put into law, which would be correct, but this is influential. It seems that most of America agrees with this statement, which is why his ratings for his handling of COVID are so embarrassingly low and why he lost in the election in such humiliating fashion.
