I assumed they were not allowed and that the policy was to merge them into a single thread, with the earlier thread receiving priority over the later one.
Has that policy changed lately?

No. Sometimes, though, they aren’t really duplicates.

A report of the dupe thread with a link to the first thread helps.

Would these be considered duplicates?

Why or why not?

I tried that and received the following message:

No, I think they are two different threads. One is merely posting the video and saying that Paul grills Fauci and then discusses gain of function / the leak theory - doesn't really get into the actual fight. The other is alleging Fauci destroyed Paul - and pretty much stays on the fight. So, in my mind two different discussions.
One was tpf one wasn't.
The "do not permission" reply is one I get also. It appears to be forum error that we've been getting lately but your report still goes through.

It is easy to duplicate a thread. Sometimes the title is deceptive. Sometimes the list of new posts seem to get cleaned up and will not even fill the first page. Searches give mixed results.
I don't think anyone has an intent to duplicate a thread.
In the case shown they were only posted 10 minutes apart. The second post was probably being prepared at the time the first one became visible. I don't know if it is true for everyone but I have to refresh the screen to get new posts or responses.
