Sure they do. Fascism is part of many governments. Venezuela, Cuba, Iran...and in more subtle cases even countries like the UK, Germany, USA...
Fascism is just using the brute force of government against the business community and the populace. Obama certainly crossed that border a couple times. Pelosi is happy to cross that border. Biden crossed that line just recently with Social Media companies. China lives in Fascism. You don't exist if you do not cooperate with the CCP.
Fascism is pictured as Mussolini, but Italy was just an notable case. It was not the definition.

That's where fascism veered off tracks to.
Its original conception was to give various sectors of society, fasci, corporate bodies like various industries, agriculture, guilds, etc, both their leaders and the workers, a voice in the government of the nation, with the nation, the fascio, as the ultimate purpose.
Where it failed, why it failed, was the singular leader, Mussolini, Hitler, Franco, etc, assumed they embodied the nation and became megalomaniacal about it. The same happened with Stalin, Mao, etc. In many ways, FDR and Churchill assumed similar powers to fight the Great Depression and then the war. So it's not just the failure of fascism, this brute force of government against business, industry, agriculture, and generally dragging down the people.

The OP article can be read in a number of ways.
For this poor old humanist country mouse, what is most important is not what it says about government nor about industry. Rather, it's what it tells us about ourselves -- us -- h. sapiens. You, me and the folks next door.
It can take a bodacious amount of education and, most importantly, a willingness of the recipient to accept it, for a person to override his/her emotions and prejudices and look at an issue through the lens of logic and reason. After many years of living and observing those around me, I've come to the conclusion that the percent of us for whom thinking has become a habit is somewhere south of large. I place in evidence the comments on forums such as this one.
