Isn't planting the kiss a bit more than "making his move"?

How did you used to make your move. ? We used the base the lame old base system and it worked.
I mean yeah the kiss was usally led into with sitting close together arm around her which appears to have happened in this case.We also don't know how long his arm was around her before he kissed her. Don't get me wrong the second he met with resistence he should of stopped and for all we know he did. He kissed ,she rejected, he did nothing further apparently and she apologized ( not that she owed him one) and left.
