It has been used (might say abused) for over a century in that spy masters can run people and espionage operations out of an embassy. We did it along with the Russians, Chinese, British, French, Germans, ect.....

A diplomat lived next to me and that was hilarious. He did not understand that buildings here are different than in Europe and the Middle East and that you don't just let water pour out of your sink until the floor is wet enough to wash your feet. Police were called, he was evicted...

To be fair, I get around the DMV a lot and those with diplomatic plates are like 95-99% the type who won't even go 1 mph over the speed limit or risk getting into trouble. When the IMF had a big shebang downtown back in the fall, that was the one time I felt my patience waning. Limos and other drivers were just stopping in the middle of the street (like, H street), blocking two lanes, and then the dumbasses being picked up or dropped off would pull a Zuckerberg and not know how to work a door handle. It was so obnoxious. I normally enjoy my commute but not on days when crap like that is going on.

Anyway... that's all anecdotal, but I think there is generally more incentive to behave (or lose your job, be placed somewhere else...) than to not.

So, flood the floor to wash your feet. Do I have that right?

I get it to a point. No political prisoners. But they take it too far. One solution would be the country having the option to send them home along with evidence to be tried there.

You can get diplomatic immunity. Join the State Department in the foreign service and serve overseas.
