Look up "faraday bag". It's basically a foil-lined pouch for a cellphone. No signal goes in or out.

Mamooth's suggestion was about as good as it will get at the moment. What you want doesn't currently exist, since a cell phone needs a cell tower to function.
The only other idea is a good old classic landline. That's not trackable.....
