I would say they would have to use the legislative process. Representatives we voted for would pass a bill. Both the Senate and the House would sign it, send it to the president to become law. The outline for this is found in Art. 1, Sec. 8, US Const.

Maybe we can use them to build pyramids.

The Constitution does not allow for civilian slave labor. I believe the Constitution would have to be amended to allow it.

Call your state legislators and insist they approve the Article V convention of States to propose amendments.

I pledge allegiance to the Constitution as written and understood by this nation's founders, and to the Republic it created, an indivisible union of sovereign States, with liberty and justice for all.

Who said not to pay people? Unless you consider forcing someone to accept federally set wages as opposed to market rate wages as slavery.

Of course it is slavery. You want to compel people to work for the benefit of others against their will.

The Constitution is silent on slave labor.

The article suggests low pay. The Army in 1987 when I first enlisted had low pay. It is much higher today. I didn't make over $1K per month until I made sergeant. I believe in basic my pay was $516/mo. But the barracks, mess hall were free. My only expense when I got to my first unit was car insurance.

The Constitution is a grant of powers from the States to the Federal government. If it is not in Article 1 Section 8 then it is not allowed. One cannot be deprived of life, liberty, or property without due process.

    AMENDMENT XIII
    Section 1.
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

    So amend the Constitution.

You could make a case for it being slavery. If you paid former slaves in this country a buck a day for their forced service, it’s still slavery. Or consider than their “masters” were paying for their room and board, still slavery. This wouldn’t be much h different.

I am against constrict forces. Outside of a war of attrition they would just get in the way.

I don't agree with that assessment. I am not suggesting we reinstitute the draft, but I do believe that if it were done, it would be net positive for the services and for society in general.
