We are running at about 90% of 2019 capacity in refineries. They can reopen after inspection and probably some repair, but that will only buy a few more years on them. New refineries can actual be additions on old refineries so thy are not completely from scratch but just like a building, sometimes it is just cheaper and better to tear the old one down and rebuild. If we are not planning for fossil fuels into the next decade then we have a real problem. They make many of our products, not just fuels.
