Now it's federal money, strings attached that seems to be proud of how much they spend rather than how much they help. Two, three, four layers of government and it doesn't work? Also no one ever talks about the cost of my tax dollars going to the feds, doled back out to my state with costly mandates. The time and energy and unfunded mandates that take that money ( which could stay in our states) back home
