While it's unlikely that Japan could produce even one nuclear weapon without detection by the IAEA and the intelligence services, that isn't to say that it hasn't happened and our government, at least, is not making an issue of it because they're our ostensible allies. We know that Israel has nuclear weapons, though they've never acknowledged it, so of course they have never entered into any international treaties or agreements regarding them and that doesn't seem to be an issue with the U.S. government.

China is a growing threat to Japan while the United States is an unreliably ally. It is in Japan's interest to create nuclear weapons as a hedge against American failure to honor our obligations.

It actually would no surprise me if Japan did not have nuclear weapons but only if the US put them there. We have the right to pass them through Japan. In today's environment with NK, China and Russia it actually makes sense that they would decide to stage them there.
