    Of course that quote is talking about control of the Russian Communist Party, where the concept of any sort of voting rights was largely a joke. In the context of an actual election, the quote is nonsense (at least to date) and completely irrelevant to this thread.

    It's the fact that a sanctuary district can have 1/3rd the US Citizens living there as a district with little or no illegals, and get a seat in the House just like a district with three times the amount of US Citizens in it. Duh.

    Do you have any actual sources for those numbers? The fact is, however, that it is not an error if Congressional districts are apportioned based on people in the district, including documented and undocumented immigrants. It was the drafters of the 14th Amendment who concluded that Congressional apportionment was to be done based on the numbers of persons (not just citizens) residing within a district.
