Blame the Croatians. The original ties were worn by Croatian soldiers, for warmth, although it was more of a knotted scarf. Croatian soldiers were recruited by the French, during the reign of Louis XIII. These 'ties' caught on as a fashion item in the French court, with men competing for the most elegant ties. They gradually began to look less like scarves and more like the modern tie. I'm afraid, that given that the tie evolved from the scarf, you'd be hard pressed to find any one inventor.
