How should we teach strategy? And who should learn it?
War is a continuation of politics. So politicians must be the first to learn strategy. In the past strategy was also the purview of generals. I think that is too late. I think strategy lessons should begin as soon as one becomes a field grade officer.
I don't know how to teach politicians.
History may be the key. The strategy lessons can be found as early as the Peloponnesian war. We should examine all of our wars and the wars of others to see how decisions were arrived at and by whom. Follow them through to the end to see if the strategies were effective or not.
I may give this more thought.
I am on the verge of preparing a nonfiction book proposal for my next book. Maybe I should shift my focus.

1) You can't win a war when you are unprepared to be an occupying force for as long as it takes. Otherwise, all you win is battles. Once you leave, the bad guys regroup and start again.
2) None of these wars are really about bringing democracy. They are about putting in "friendly" governments or preserving "friendly" governments. There will be a pretense of democratic elections.
3) You don't teach democracy at the end of a gun barrel and you can't force democracy on cultures that are not democratic. Cultures that are ready for democracy will revolt against authoritarianism. If you want to bring about democracy, you need to reach the women who can teach their children that the status quo is a prison and the men are forced to be the guards. Nothing good thrives in a prison.
