However, the teacher runs around without the breasts when not in school. That's a bit convenient.

My thought exactly. No one who is serious about being transsexual would do something to actually lampoon the situation. It's far more likely that he is attempting to make fun of it. One might almost categorize such behavior as a "false flag". (Note to certain members, spare us the obvious joke/wordplay here, unless you really are eight years old and can't help yourself.)
