Let me take a guess that the racism aspect was based on statistics without much evidence of causation?
On the other hand excessive use of force is something I have witnessed firsthand (against white people) and I have no doubt police do go overboard. That does not make it racism because most suspects are black in some areas or circumstances.

It is a bad time in our history to be police. Due to the lefts control of government there is an automatic assumption that ACAB and for the lefts virtue signaling, police are automatically assumed to be guilty of bad behavior and will suffer for having to deal with the worst of our citizenry.
When Donald Trump said to protest “peacefully”, he meant violence.
When he told protesters to “go home”, he meant stay for an insurrection.
And when he told Brad Raffensperger to implement “whatever the correct legal remedy is”, he meant fraud.
