To start ESPN+ is a subscription live stream service. I've been watching the NCAA Women's College World Series on my phone. The question, from time to time the stream will buffer for a few seconds and when it stops the stream restarts at the spot it started buffering. How does that work ??

Yeah I can have the same event on my desk top and on my television and they are never in sync. One is always lagging by as much as 10 to 15 seconds.

A good example is to watch a televised event on streaming/cable/satellite and on a terrestrial OTA of the same event and they will never synch.
