No. International asylum law requires people to ask the first "safe" country they come across, not forum shop for the best benefits. The international community is suppose to assist with costs of migration. Also, asylum is limited to certain things. And better economic opportunities isn't one. Fleeing crime isn't either.

If they first come to Mexico and seek asylum there, but Mexico has no such law, it wouldn't be binding.

The law is part of the UN Charter. It applies to both the US and Mexico. Mexico is a member of the UN.
