The West did not see Putin as an enemy of democracy, and "Putin's friend" managed to deceive Western politicians for a long time. Even when Russia attacked Ukraine and annexed Crimea, Obama did not want to give Ukraine lethal weapons. Obama's indecision gave Putin the opportunity to invade eastern Ukraine and start an all-out war. Right. Rather than recreate the USSR, I think Putin wants the ex-Soviet republics to be pro-Russia and anti-West. He will even accept neutrality. His red line is for these nations to be pro-West and especially become NATO members. Had Russia been strong enough at the time, we would have seen what we see now with Ukraine in the Baltic States.
